For the dust you;re talking about, Form might be better to this task. It creates particles on a 3D grid - you can set the amount of levels of particles, and then add in some displacement to place them randomly. that effect can defiantly be done with particular. Mostly it requires a lot of particles, with Depth of field, with very little motion and and a bit of motion randomness. The dust particle effect seems to be a well kept trade secret. I've been searching for hours on several websites and can not find a tutorial that clearly demonstrates what a person needs to do in order to achieve a great, realistic, dust / dirt particle effect. If I need to go out and buy Maya or some other 3D application, that's fine, I just want to know so I can stop banging my head against the wall.
